Role Purpose:

This role leads a team of learning and development (L&D) professionals and is responsible for planning and delivering L&D activities that are focused on meeting the skills requirements for investigation and specialist crime within South Yorkshire Police.

You will coordinate a range of activities addressing all aspects of the training cycle; L&D needs analysis, programme design, training delivery, individual assessment and training evaluation. The core purpose is to ensure that the force develops and maintains the skills and competencies needed to provide an outstanding service to the public both now and in the future.

Key Responsibilities:

  • Identify skills gaps and emerging L&D needs within own delivery area to inform the allocation of L&D resources and prioritisation of L&D activities.
  • Develop and agree annual team plans in alignment with ODL and force priorities, and the achievement of the People Development strategy.
  • Lead, motivate and engage a team of L&D professionals, mentoring and coaching them to ensure the achievement of excellent professional standards and to build and maintain a high performing team.
  • Design, agree and oversee the development and delivery of L&D solutions, proactively looking for opportunities to innovate, to ensure that organisational needs are met within the available resources.
  • Allocate and monitor L&D programme design and delivery work within the team, taking corrective actions as necessary to ensure that the team achieve the ODL delivery plan.
  • Provide advice and guidance to internal management stakeholders to ensure that L&D services appropriately meet their needs.
  • Analyse and report on performance data and information against team objectives and KPIs, to support senior ODL management decision making.
  • Ensure that the effectiveness of L&D activities is evaluated and that the lessons learned are acted on, to continuously improve the services provided
  • Be a visible role model, consistently demonstrate professional principles and personal integrity.
  • Exploit digital and blended learning opportunities, ensuring the effective use of technology in L&D.
  • Ensure compliance and drive improvement in line with quality, standards, assessment and accreditation requirements, working with relevant subject matter experts.

Skills and experience:

  • Experience of managing a team and working with stakeholders to deliver solutions that deliver their intended business outcomes.
  • Experience in a learning and development environment or in people development.
  • Experience of successfully mentoring / coaching individuals to improve their performance.
  • Recent and substantial experience of successfully managing serious and complex or major crime investigations.
  • Able to apply an evidence-base to deliver best practice in L&D.
  • Able to develop trust with stakeholders, ensuring that their needs and concerns are fully understood and responded to in an appropriate way.
  • Able to engage a variety of audiences through a range of media to inform and/ or persuade.
  • Able to develop and motivate a team and create strong engagement of individuals with their personal and team objectives and with Force values, behaviours and strategic priorities.
  • Able to plan short and medium-term L&D activity, identifying the associated financial, people and materials resourcing requirements.
  • Able to effectively prioritise and resource delivery ensuring L&D needs are delivered within the available budget/ resources.  
  • Skilled in setting team and individual performance objectives, monitoring performance, assessing progress, identifying emerging risks, issues and opportunities, and taking corrective steps as required to ensure that the right results are achieved.
  • Able to identify potential applications of new or improved L&D technologies to improve working practices.
  • Able to manage the introduction of new business processes or ways of working at team level.

Eligibility:

Applicants must meet the minimum requirement checkable history criteria, which must be taken into account for individuals applying to work with South Yorkshire Police in any capacity. A minimum checkable history of 5 years is required for this role and successfully undergoing recruitment vetting procedure is a pre-requisite of employment with South Yorkshire Police.
