Hours: 37 hours per week

Contract Type: Temporary - 24 months

 

Role Purpose:

To lead, manage, control and co-ordinate major property-focused projects within the Force including a wide range of construction, relocation, property-based and building refurbishment projects, including major new build.

Ensure projects are completed to agreed timescales, quality expectations and budget thresholds. Manage internal clients and a wide range of professional and contractor teams.

 

Key Responsibilities:

The successful candidate is expected to be Lead Officer in the management of major property-related projects for the Force, to include development and management of a number of construction projects (including refurbishments, relocations and new builds amongst others) concurrently as part of the wider Estates and Facilities Team. They must be able to work to agreed project management principles, including PRINCE 2, to facilitate effective project definition, analysis, design and implementation and establish systems for embedding in the Estates Department’s ongoing building maintenance regimes.

 

The successful post holder must be able to manage construction projects through delivery of a formal construction contract (NEC/JCT) and oversee a range of multi-disciplinary consultant teams and contractors throughout the full project life cycle, including on site delivery. They must also be able to work to statutory and mandatory Health and Safety, construction industry, building regulations and Town Planning requirements.

 

The successful candidate must provide options appraisal and cost assessment for a wide range of construction and property projects, co-ordinating support from internal and external design teams to provide written recommendations for presentation to Senior Leadership Teams, Project Boards and the Senior Command Team. They must act as part of the Estates and Facilities Management Department management team in planning/strategy in line with the objectives of the Department’s Service Plan liaising on a daily basis as appropriate.

 

Any other duties and responsibilities which do not change the character and purpose of the post as may be required relevant to the efficient running of the Department.

 

Skills and experience:

Possession of a building/construction/engineering related qualification at degree level, either possess or be working towards Chartered Status in the relevant discipline.

Management experience in a similar role.

Proven experience of managing construction projects up to the value of circa £3m and above.

Working knowledge of built environment, health and safety and sustainability legislation and compliance requirements during project planning and implementation.

Knowledge and experience of budget preparation, monitoring and control.

Able to travel throughout the Force area.

Previous use of Microsoft Word, Excel, Project and AutoCAD.

Eligibility:
