Role Purpose:

Coordinating activities and actions to manage the underlying data quality issues found in systems. Undertake in-depth research and analysis to understand, coordinate and monitor actions and activities to improve data quality in line with the Government Data Quality Framework.  Produce reports, make recommendations, and work collaboratively to resolve data quality issues.

Key Responsibilities:

  • Undertake in-depth research to understand, coordinate and monitor actions and activities to improve data quality in line with the Government Data Quality Framework. 
  • Providing not just commentary, but in-depth analysis and insight about what the data and metrics is saying, to help managers and the senior management team make informed decisions.
  • Use a variety of methodologies, tools and techniques, including process mapping and participate in focus groups with staff across the organisation.
  • Identify critical data and make recommendations to effectively target resources at the critical data.   Consider whether business or operational success depends on this data, whether the data is vital for decision making and whether there is a high impact on operational policing if this data is low quality. 
  • Identify data quality rules.  Set out the rules which priority data must follow to be fit for purpose.  Ensure quality requirements align with business needs and that they are realistic and achievable.   Data quality rules should allow for the measurement of data quality dimensions.  
  • Ensures that agreed quality standards are adhered to and best practice data quality principles and techniques are adopted throughout the data lifecycle.
  • Perform initial data quality assessments.  Measure compliance with the quality rules.  Identify trends over time using appropriate metrics.  
  • Document findings by logging the results of data quality assessments.   Use findings to benchmark and identify points of failure to prevent future issues. 
  • Produce comprehensive written reports, including accurate and timely statistical management information and relevant findings, as well as status updates and significant issues requiring resolution.
  • Identify and recommend potential improvements and priorities based on risk.  
  • Recommend goals for data quality improvement by setting out the specific fixes.  Consider the level of importance, the volume of affected data, the risk and the cost/return on investment.  
  • Produce statistical information and attend meetings with senior managers to discuss issues. 
  • Liaise with internal departments/units, districts, senior managers, other forces and external bodies such as government departments to facilitate delivery of improvements and maintain an understanding of local and national policing issues including external inspection activity.
  • Undertake root cause analysis to identify and recommend change in Processes, Training, Awareness/Comms, Technology or Data Handling.  Identify the data’s fundamental quality problems and make recommendations for solving them at source.  Identify whether the cause of the errors is a systemic problem or the result of a one-off event remembering that there may be more than one cause.  Make recommendations on priorities and on the ways to improve such as validation, training, guidance, automation, accountability etc to the Data Controller.
  • Reports to the Data Quality Controller.

Eligibility:

Applicants must meet the minimum requirement checkable history criteria, which must be taken into account for individuals applying to work with South Yorkshire Police in any capacity.  A minimum checkable history of 5 years is required for this role and successfully undergoing recruitment vetting procedure is a pre-requisite of employment with South Yorkshire Police.
