Role Purpose:

The overall purpose of the role is to ensure all local procurement activities are compliant, transparent and deliver value for money. The post holder will be end to end responsible for ensuring the procurement of goods and services are in line with Public Contract Regulations (PCR15) and the Force Contract Standing Orders (CSO).

The Force Senior Procurement Manager will provide guidance and support to South Yorkshire Police in respect to local purchasing activities.

Key Responsibilities:

The post holder will ensure the following duties are carried out with adherence to PCR15 and Force CSOs and recognise the importance of the social value charter and transparency principles:

Spend Management

  • Oversee approvals of spend ahead of commitment to supplier to ensure contract compliance.
  • Proactively identify areas of disaggregated spend and formulate action plan to remedy.
  • Support and guide stakeholders through tendering, evaluation and contract drafting activities.
  • Analyse Force expenditure data to identify trends, anomalies and potential commercial opportunities to ensure maximum benefit is gained and saving opportunities identified.
  • Analyse data to identify opportunities to improve financial transaction processing to achieve best value for the Force.
  • Proactively manage and identify risks, process and spend deviation and take remedial action.

Supplier Approval

  • Assess new supplier requests from internal stakeholders.
  • Liaise with suppliers and evaluate supplier documents.
  • Liaise with Finance to ensure efficient set up on supplier database.

Contract Management

  • Coordinate and maintain accurate records of Force contracts.
  • Monitor contract expiry dates and action necessary steps in a timely manner.
  • Develop and analyse commercial data to support contract management across SYP.
  • Coordinate supplier performance reviews with key stakeholders and suppliers.
  • Develop and monitor KPIs to ensure strategic and operational objectives are satisfied.
  • Drive continuous improvements ideas with key stakeholders and suppliers.
  • Monitor rebates and service credits and liaise with Finance as appropriate.
  • Publish Contract Award Notices for >£25k contracts to Contracts Finder.
  • Enter £10k-£50k contracts to Blue Light Procurement Database (BLPD).

Function Management

  • Lead a small team to drive improvements within the local procurement function.
  • Provide excellent customer service to all parties concerned with procurement.
  • Cover absence within team to ensure the department is available during core hours.
  • Record savings and report to Corporate Finance as appropriate.
  • Liaise with Regional Procurement and attend Regional Procurement Monthly Meetings to keep abreast of ongoing projects and new contract awards.
  • Develop and maintain the Local Procurement intranet site, ensuring that the site information is accurate and complies with legislation and policy.

Eligibility:

Applicants must meet the minimum requirement checkable history criteria, which must be taken into account for individuals applying to work with South Yorkshire Police in any capacity.  A minimum checkable history of 3 years is required for this role and successfully undergoing recruitment vetting procedure is a pre-requisite of employment with South Yorkshire Police.
