Role Purpose:

The successful applicant will devise, develop, implement and maintain the Force Vetting Policy, manage the Vetting Team and be responsible for the co-ordination and control of the vetting processes throughout South Yorkshire Police.

The Force Vetting Manager will be responsible for instigating and managing enquiries into the honesty and integrity of applicants for vetting clearance, including undertaking investigative interviews with applicants where appropriate.  They will make key decisions to authorise, refuse or withdraw Police or National Security vetting clearances. They will be responsible for the formulation, implementation and maintenance of the force vetting policy. The Vetting manager will act as a Force point of reference for the Security Services, other Police Forces and agencies in respect of vetting issues and attend relevant meetings, both locally and nationally, to represent the interests of the Force and to share best practice.  They will develop and maintain relationships and partnerships with other Forces and outside agencies in order to ensure effective and proportionate vetting practices and procedures.

Key Responsibilities:

To formulate, implement, update and maintain the Force Vetting Policy in order to ensure that vetting activity meets the current and future needs of the Force, ensuring compliance with the statutory Code of Practice, Vetting Authorised Professional Practice, HMG Security Policy Framework, Home Office Personnel Security Policy etc

Create and manage a vetting regime, which is proportionate and effective in addressing the risks associated with police, and non-police personnel who require access to police premises and/or to sensitive systems and information, ensuring that the risks to the public, the force and the vetting subject are eliminated, reduced or mitigated.

To instigate and manage enquiries into the honesty and integrity of applicants for vetting clearance, including undertaking investigative interviews with applicants where appropriate.

To make key decisions authorising, refusing or withdrawing Police or National Security Vetting clearances where appropriate.

To promote the vetting policy to senior management throughout the Force to ensure compliance with Force Policy, establishing a prioritisation process for the Force and act as the Force’s professional advisor at both strategic and managerial level of vetting matters. 

Recruit, train, monitor and develop staff within the unit and provide them with clear direction and support on a daily basis to enable them to efficiently and effectively meet the requirements of the Force vetting policy and departmental plan.

Effectively lead staff in the process of continuous improvement ensuring the Vetting Unit is able to adapt efficiently to changing demands.

To act as a Force point of reference for the Security Services, other Police Forces and agencies in respect of vetting issues and attend relevant meetings, both locally and nationally, to represent the interests of the Force and to share best practice.

To develop and maintain relationships and partnerships with other Forces and outside agencies in order to ensure effective and proportionate vetting practices and procedures.

Skills and experience:

  • Proven ability to make and justify difficult and complex decisions informed by multiple sources of information in accordance with the National Decision Model and in compliance with diverse legislative requirements and guidance.
  • Record of managing and developing managers and staff.
  • Experience of conducting, directing and recording investigations, including the conduct of investigative interviews.
  • Ability to assimilate and become proficient in the use of unfamiliar computer software.
  • Experience of collecting, recording and presenting performance data and particularly using advanced functionality of MS Office e.g. Excel, Word, PowerPoint, Visio etc.
  • Proven record of improving performance and processes through continuous review and improvement, including innovative and effective use of technology.

Eligibility:

Applicants must meet the minimum requirement checkable history criteria, which must be taken into account for individuals applying to work with South Yorkshire Police in any capacity.  A minimum checkable history of 3 years / 5 years is required for this role and successfully undergoing recruitment vetting procedure is a pre-requisite of employment with South Yorkshire Police.
