Role Purpose:

Applications are invited for a position as Covert Authorities Bureau (CAB) Gatekeeper. The CAB have responsibility for the process of all applications for covert policing tactics, subject of authorisation under the auspices of legislation including RIPA 2000, Police Act 1997, Investigatory Powers Act 2018, and the Equipment Interference Act 2018.

You will manage and quality assure covert authorities throughout the Force in accordance with relevant legislation, case law and liaison with the Office of Surveillance Commissioner. Provide guidance to others and assist in the preparation of authorities as necessary.

Key Responsibilities:

You will quality assure Regulation of Investigatory Powers Act 2000 (RIPA) applications to ensure compliance with legislation, the relevant Codes of Practice, OSC Guidance, Procedures and in line with ACPO Guidance on the Management of Covert Human Intelligence Sources (CHIS) (2010). You will also quality assure all CHIS applications to ensure compliance with legislation, the relevant Codes of Practice, IPCO Procedures and Guidance 2016, and in line with Section 13.5 (Record Keeping) ACPO Guidance on The Lawful and Effective use of Covert Techniques (2008).

Assist the Force Authorising Officer regarding the preparation and submission of Property Interference, Intrusive Surveillance and Equipment Interference Warrants for the Senior Authorising Officer (Chief Constable) and Surveillance Commissioners.

Skills and experience:

The successful applicant will be IT proficient; able to use word processing, spreadsheets and databases.

Having experience of managing issues of a sensitive and confidential nature and a working knowledge of Regulation of Investigatory Powers Act (RIPA), European Convention of Human Rights (ECHR), CPIA 1996 (Disclosure) and Data Protection are requirements of the role.

Eligibility:

Applicants must meet the minimum requirement checkable history criteria, which must be taken into account for individuals applying to work with South Yorkshire Police in any capacity. A minimum checkable history of 3 years / 5 years is required for this role and successfully undergoing recruitment vetting procedure is a pre-requisite of employment with South Yorkshire Police.
