The Police and Crime Commissioner (PCC) is a directly elected official, accountable to the public of South Yorkshire for the delivery of efficient and effective policing and crime services.  The PCC determines the level of council tax policing precept and approves the budgets for the police force and services delivered with partners, including prevention, early intervention, safer communities and support to victims.  In fulfilling this, the PCC has a duty to involve and engage the public and wider stakeholders, so that their views can be considered and fed into the design and delivery of services that support a safer South Yorkshire.

 

An opportunity has arisen for a dynamic and forward thinking finance professional to join us and help drive our future success.  Key responsibilities include:

                             

  • Developing effective strategic financial planning, financial management and leadership of the finance function.
  • Deputising for the Chief Finance and Commissioning Officer on all financial matters, including fulfilling the role of Deputy Section 151 Officer for the Office of the PCC (OPCC).
  • Leading on the production of key financial reporting for senior management and the PCC, working collaboratively to co-ordinate preparation of the medium term resource strategy, annual budget, timely revenue budget monitoring (including savings plan delivery) and final accounts production.
  • Supporting the Chief Finance and Commissioning Officer to lead on maximising the utilisation of capital for the PCC and police force, including programme development, monitoring and capital financing.
  • Promoting effective financial management, control and reporting by ensuring a coherent financial control, policy and procedural framework is in place.

 

You will need to be CCAB qualified, or equivalent, with significant experience of financial management and accounting at a senior level, demonstrating effective analytical and communication skills. Evidence of working collaboratively to achieve results is important, as the postholder will work closely with the South Yorkshire Police force, partner organisations, key stakeholders and other service providers to support the delivery of excellent services for the public.

The post will be based at Carbrook House, Sheffield with occasional travel around the county.
