Job Summary

This role will be working on a large and complex programme of business and technological change within the CT Network, it will invest an estimated £90m over the next five years to improve digital exploitation across the CT Network.  As the frequency of CT Investigations continues to grow, success increasingly relies on understanding larger volumes of data from a wider range of information sources.  CT policing will upgrade its approach to the exploitation of digital information and intelligence in order to deliver benefits and provide operational effectiveness and efficiencies.

 

Key Tasks

  • To develop the Programme approach to Configuration and Document Management to be implemented and operated across the Programme enabling a robust management and an auditable system for documents and information.
  • To operate all activity to support the Programme requirements in relation to document development cycle, tracking, review & approval and ongoing monitoring/management.
  • Support the Programme Management Team in establishing a controlled document management approach and environment including naming conventions, storage and publishing in line with organisational policies and government classification criteria.
  • Responsibility for overseeing the implementation of the portfolio's change control strategy at programme level. This will require management of key documentation logging changes to scope, time, cost and quality parameters of the milestones on the programme's critical path. It will require a transparent approach to decision making regarding changes to any aspects of the programme in order that it is fully auditable.
  • You will be required to manage and document, discussion at change control boards in relation to the programme.

Key Skills

  • Operate the current document management processes in place for the Programme, whilst reviewing the Document Configuration and Document Management Approach.
  • Bring all existing documents and materials into a consistent structure with auditable document control logs in place.
  • Development and implementation of a pragmatic yet robust Document Management Approach coaching the Programme Teams (a mixture of Police Officers, Police staff & Contractors) in the importance of document management and their roles and responsibilities the process.
  • Develop the process and guidance for the application of a controlled document review and approvals cycle, including product RACIs.
  • Develop and agree the document standards required for the Programme eg: nomenclature, naming conventions, product information etc.
  • Review, refine and restructure the current shared drives to ensure that there is consistency across the Programme and that information is easily accessible, working with individual Projects/Workstream Leads on construction and migration as necessary ensuring compliance with organisational policy and requirements.
  • Investigate the potential use of the Sharepoint system to support the programme(s).
  • Assisting the Head of IPMO to ensure that related activities are aligned with the agreed approach and associated standards and procedures.
  • Undertake any other appropriate functions or tasks as required by the Head of IPMO.
  • Highly effective communicator who can work with a range of stakeholders to gain ‘buy in’ and gain agreement to the required approaches.
  • Ability to communicate with and influence staff and key stakeholders; building good working relationships across the Programme, Delivery Projects and NCTPHQ.
  • Able to manage own workload whilst balancing both operationally need and programme related tasks.
  • Excellent written and oral communication, specific the representation of information for a variety of audiences.
  • Ability to operate in a complex organisational and political environment.

Experience

  • Experience of working in a Programme Document Management role in the public sector and within a large programme delivery environment, with multiple projects and ideally within a national delivery context.
  • Experience of dealing with stakeholders across various levels of organisations and with differing level s of understanding and with differing needs.
  • Demonstrable experience in the development and implementation of robust document management and controls – preferably within a large complex Programme environment.

 

Desirables

  • An understanding and knowledge of CT Policing including (MPS), National (UK Force wide) and international responsibilities; including a clear understanding of CT Policing relationships to Government, security and intelligence agencies and legislative process including their governance arrangements is desirable.

Location

10 Victoria Street, London. Although currently based in London applications from across the CT Network will be welcomed. The nature of the work will require travel throughout the UK.

 

Vetting and STRAP

This post will require you to hold National Security Vetting (NSV) at Security Check Enhanced (SC) as a minimum, and be willing to undergo Developed Vetting (DV) if required.

The post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo Security Check (SC) or Developed Vetting (DV) before taking up the post. Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (SC) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
