Secondment: Two years                                                                                                                          Location: London

  • To support the Higher Performance Analysts in providing analysis that assesses how effectively the UK Counter Terrorism Network is delivering the services expected of it.
  • To use analytical findings to identify trends, forecast future implications and highlight areas of good or poor performance to a wide range of senior stakeholders within the Police, Security Services and Government.
  • Use IT packages, particularly Excel, to analyse performance information and produce performance reports.
  • Be able to interpret a wide range of information and create meaningful reports to aid senior decision making within the police and government up to ministerial level.

Vetting and STRAP

This post will require you to hold National Security Vetting (NSV) at Developed Vetting (DV).

 

The post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo Developed Vetting (DV) before taking up the post. Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Confidentiality Agreement

Applicants should also be aware of the need to sign a confidentiality agreement on taking up the post.

Key Tasks

The post holder will be required to do the following:

  • To support the Higher Performance Analysts in providing analysis that assesses how effectively the UK Counter Terrorism Network is delivering the services expected of it.
  • To use analytical findings to identify trends, forecast future implications and highlight areas of good or poor performance to a wide range of senior stakeholders within the Police, Security Services and Government.
  • Use IT packages, particularly Excel, to analyse performance information and produce performance reports.
  • Be able to interpret a wide range of information and create meaningful reports to aid senior decision making within the police and government up to ministerial level.
  • Be able to build and maintain relationships with a wide range of customers and stakeholders across the UK Counter Terrorism Network.
  • Develop and evaluate meaningful indicators and assessments relevant to counter terrorism policing through working with senior managers, practitioners and subject matter experts within the CT/DE network.
  • Develop and maintain appropriate processes for the receipt, storage and organisation of information to promote effective analysis.
  • Undertake data/information audits to ensure that the data/information received from various sources complies with set standards for consistency and accuracy.
  • Design and implement data collection and collation strategies to obtain data/information from multiple and disparate groups.
  • Ensuring that products and documentation within the team’s remit comply with MPS policies and any legal obligations such as FOIA and the Data Protection Act.
  • Managing customer relationships and requests in relation to ad hoc and regular reporting.
  • Managing own workload and escalating requests within the team when appropriate.

Essential Criteria

     Education/Experience

  • Graduate and/or professional qualification in a statistical, analytical, social science, business management or related discipline, with experience in delivering quantitative and/or qualitative analysis.

                                                Or

  • An ability to demonstrate the equivalent level of knowledge, skills and competencies gained through extensive and high-level experience in complex environments.
  • Proven and well-evidenced, relevant experience in an analytical environment.
  • Experience of research, information analysis, and/or business performance modeling in a large organisation or complex environment.
  • Evidence of success in building and forming working relationships across professional and operational boundaries within an organisation.

 

Skills, Knowledge & Experience

  • Experience of delivering analysis that drives business in the police sector environment by making the complex easy to understand.
  • Experience of developing processes and policy in the field of performance analysis or a similar analytical environment.
  • Knowledge of Counter Terrorism landscape, working with government and drafting high level reports for Senior Leaders.
  • Computer literacy (Excel to a high level, PowerPoint, Word) and presentational skills.
  • An effective influencing style through clear written reports and spoken presentations.
  • Ability to communicate, influence and negotiate with staff and stakeholders.
  • Ability to operate in a complex organisational or political environment.
