The homelessness agenda is a key priority for Government following the launch of the Homelessness Reduction Act and their ambition
to ensure a cross departmental approach to the problem. As part of my ASB and Homelessness portfolio I have been engaged with the
Home Office and Ministry for Housing Communities and Local Government (MHCLG) regularly and the policing minister is particularly
keen to see how the police service is involved in this agenda.


I have recently set up a 'Test and Learn' project in Brighton to look at how the police service engages with those that find themselves
homeless or sleeping rough and the effectiveness of referral pathways and support available through partner agencies. This work is
ongoing and reporting back to the Home Office.


Government has committed to half rough sleeping by 2022 and eliminate it by 2027, and will be publishing a rough sleeping strategy
in July. In order to make rapid progress Ministers have agreed to take an immediate cross‐departmental approach to driving down
rough sleeping and the Rough Sleeping Initiative (RSI) was announced on 30 March.


This is a new multi‐disciplinary team drawn from a wide range of government departments and agencies, tasked with supporting local
areas to drive down the number of people sleeping on the streets. In addition to rough sleeping experts the team will include experts
across health, social care, leaving care, policy, prison and probation, welfare and immigration. The team will be made up of both
policy advisers and local area advisers.


The team would like a secondment from the police service to support its work. This individual would need to have a good
understanding and experience of dealing with issues relating to rough sleeping and homelessness as well as an ability to engage with
partners at a strategic level to shape policy in this area. There is no funding available for this position to cover salary but travel and
ancillary costs will be met.


I am writing to ask if any force would be interested in supporting an individual at Chief Inspector as an opportunity for lateral
development, or on temporary promotion to Chief Inspector, to join this team until March 2020. The position will be based in London
but is open to flexible working with an expectation of travel around the country.


The role involves:

  • Working as part of a multi‐disciplinary team including teaching, learning and effectively using the mix of skills, experience and
  • knowledge in the team in pursuit of the goal of ending rough sleeping.
  • Supporting and challenging local areas across England to develop and deliver tailored interventions, providing advice and support
  • that is relevant to local context and challenges and leads to improved practice and performance.
  • Holding local areas to account for delivery.
  • Supporting the development and sharing of effective practice nationally, including tapping into relevant professional networks,
  • systems and resources across different professions.
  • Effective recording and sharing of key information to support programme management and policy development.
