Job Summary

In this digital age of ever-evolving technology, Communications Data can provide vital support to any CT investigation.  The post-holder will be responsible for considering whether or not to authorise all communication data applications made by SO15 (or the wider SO and/or the CT Network), in accordance with legislation and the governing framework.  This includes written, as well as urgent verbal, authorisations.

 

The sensitive nature of the material involved in applications for lawful intercept will require the post holder to be physically present/based at the Empress State Building (ESB) on a full time basis.  Accommodation will be provided for the duration of the secondment.

 

Vetting and STRAP

 

Due to the urgent nature of the contingency planning for which this post is potentially being created, candidates will be expected to immediately handle material requiring DV clearance. As such, the successful applicant must already hold Developed Vetting (“DV”) clearance.

 

The post requires access to the most sensitive intelligence material on a daily basis. Applicants must already hold Developed Vetting (DV) before taking up the post. Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Confidentiality Agreement

Applicants should also be aware of the need to sign a confidentiality agreement on taking up the post.

Key Tasks

The post holder will be the “designated person” as per the Regulation of Investigatory Powers Act (RIPA) 2000 Codes of Practice, and will be required to:

 

-          Consider all communications data applications submitted by SO15, as well as in support of other SO commands and/or the National CT network.

-          Consider lawful intercept applications.  The sensitive nature of the material involved requires being physically present/based at the Empress State Building (ESB) on a full time basis

 

 

Key Skills

The post holder must:

 

-          Have, or be willing to undergo training to acquire,  a working knowledge of human rights principles and legislation

 

-          have completed, or be willing to undertake, relevant training to be the “Designated Person”

 

-          be Section 19 of RIPA trained, or be willing to complete Section 19 RIPA training

-          Understand the changing communications environment and digital capabilities.

-          Hold DV STRAP vetting

-          Sign the SO15 confidentiality agreement

-          Be willing to work on call/unsociable hours

-          Have excellent communication (both verbal and written) and interpersonal skills

 

 

Experience

 

-          To have undertaken roles within the CT Network, or demonstrate a sound understanding of how it operates

-          Must already have DV vetting clearance.  Due to the urgent nature of the contingency planning for which this post is potentially being created, candidates will be expected to immediately handle material requiring DV clearance.

 

Desirables

 

-          Experience of undertaking the role of “Designated Person”, as per RIPA legislation

-          Familiarisation with the online “OPTICA” system

-          Understanding Part 1 of Regulation of Investigatory Powers Act (RIPA) 2000 in respect of Interception, Acquisition and Disclosure of Communications Data.
