Lead on the delivery of international Protect and Prepare capability and capacity building related activity overseas. The role requires close strategic collaboration with police colleagues across the UK and external partners such as the Home Office, Foreign and Commonwealth Office, foreign governments and police forces and other stakeholders.                           

 

Vetting and STRAP

 

This post will require you to hold National Security Vetting (NSV) at Security Check (SC) and willing to undergo Developed Vetting (DV).

 

The post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo Security Check (SC) or Developed Vetting (DV) before taking up the post. Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (SC) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

Confidentiality Agreement

Applicants should also be aware of the need to sign a confidentiality agreement on taking up the post - this will be explained at the briefings.

All posts are on secondment for a period of two years and based in London although some travel UK travel will be required.

Job Summary

Lead on the delivery of international Protect and Prepare capability and capacity building related activity overseas. The role requires close strategic collaboration with police colleagues across the UK and external partners such as the Home Office, Foreign and Commonwealth Office, foreign governments and police forces and other stakeholders.                                                   

 

Key Tasks

Reporting to the Superintendent Protect and Prepare and managing a newly established and expanding team, the successful candidate will be responsible for driving forward existing and developing key International Protect and Prepare programme deliverables, the keys areas will entail;

 

  • Joint work with key partners, such as the Home Office, Foreign & Commonwealth Office in the development and implementation of International strategies within our priority countries.
  • Responsibility for the International Protect & Prepare team consisting of Police officers and Police staff based both in the UK and overseas.
  • Responsibility for the development and coordination of the CADRE consisting of SME’s from the National CT Network and be the key contact to the regional leads.
  • Support the programme in the setting of policy and processes for the development of the International Protect and Prepare team.
  • Work with SO15 International senior leads to manage and further develop joint overseas Protect and Prepare delivery and UK support functions.
  • Have responsibility for the development and training of the International P&P team in partnership with NaCTSO, SO15 and Home Office.
  • Contribute to performance improvement and business development workstreams across a range of policing areas.

 

Experience

 

  • A proven leader with a track record in working with high-level partners and Government departments;
  • An excellent communicator who can deal successfully with people at all levels and can achieve results by negotiation;
  • A sound understanding of the CONTEST strategy;
  • Evidence of the management and successful delivery of substantial projects or programmes of work; and
  • Knowledge of Protect and Prepare activity across a range of policing disciplines

 

Desirables

 

  • Practical experience in, protective security, preparedness, International CT or other counter terrorism policing;
  • A good understanding of terrorism issues and current policing strategies, particularly within the PROTECT & PREPARE strand;
  • Understanding of the NCTPHQ International CT Strategy and Overseas Contest Group (OCG) strategy.
  • Excellent verbal and written communication skills;
  • Currently cleared to SC level (with willingness to undergo DV clearance)
