The role of Deputy Crime & Incident Registrar sits within the Performance and Governance Department.  The role will support the Force Crime & Incident Registrar to ensure that systems and process for crime recording are operating effectively and efficiently so that crimes are correctly recorded and fully compliant with national business rules. 

The team provide specialist support on the application of the National Crime Recording Standard (NCRS), the Home Office Counting Rules (HOCR) for crime and the National Standard for Incident Recording (NSIR), the successful candidate will be required to give advice and guidance on the interpretation and application of the standards and the rules.

The Deputy is responsible for managing the Designated Decision Maker (DDM)/Analyst, Auditors and Audit Assistants roles who undertake analysis, audits, validations and act as designated decision makers for crime re-classification, cancellation and crime outcomes.  The Deputy will ensure that there is an effective programme of audits to ensure consistent and sustained compliance.  Part of the role will require being nationally accredited as a Crime Registrar; this includes attending a course provided by the College of Policing. 

Role Purpose:

Deputise for the Force Crime and Incident Registrar (FCIR) and to communicate within the Force, the key principles to be followed in recording crime and incidents, through a comprehensive understanding of the Home Office Counting Rules.

Key Responsibilities:

  • Deputise for the Force Crime and Incident Registrar (FCIR).
  • Assist in the development of policies, working practices and procedures for the recording of crime and incidents in line with NCRS and NSIR.
  • Support crime and incident recording inspections undertaken by HMIC.
  • Keep abreast of national changes to crime and incident recording practices, to disseminate the changes and assist with their interpretation. To maintain and publish up to date guidance on crime and incident recording, ensuring wide availability within the force.
  • Develop a programme of audit for crimes, incidents and crime related incidents, and to implement such audits in a timely manner using guidance from the HO Data Quality Audit Manual.
  • Supervise the DDM/Analyst, Auditors and Audit Assistants.
  • Provide the definitive point of reference for the detailed interpretation and application of the Home Office Counting Rules (HOCR) and in the absence of the FCIR to act as the final arbiter in all crime and incident recording issues.
  • Develop and maintain a good working relationship with key stakeholders across the organisation, to facilitate a supportive and informative learning environment for crime and incident recording.
  • To actively engage and visit districts and departments with a view to disseminating and assisting in the interpretation of audit results, and to supervise Auditors who may carry out this role.
  • Assist the FCIR to manage the administration/implementation of changes on the Crime Recording System.
  • Prioritisation and management of incoming workflow.
  • Maybe required to work outside normal working hours and travel around and outside of the force.
  • Performs such other duties as reasonably correspond to the general character of the post and are commensurate with its level of responsibility.

Skills and experience:

  • A relevant degree or extensive working experience in the area of crime recording.
  • Pass the National College of Policing Accreditation as a Deputy Crime and Incident Registrar.
  • Has an understanding of National Crime Recording Standards and the Home Office Counting Rules, including, Recorded Crime Outcomes.
  • Can demonstrate excellent communication skills both verbally and in writing.
  • Ability to analyse information thoroughly and critically, producing comprehensive and detailed reports on a wide range of complex issues.
  • Ability to effectively use Microsoft Packages including Word, Excel and Powerpoint and other relevant IT systems.
  • Ability to provide detailed presentations upon complex matters to various audiences.
  • Experience in the line management of staff.

Eligibility:

A minimum checkable history of 3 years / 5 years is required for this role and successfully undergoing recruitment vetting procedure is a pre-requisite of employment with South Yorkshire Police.
