Role Purpose:

Maintain accurate evidential records of all exhibits arising from serious and complex investigation, ensuring both the continuity and integrity of all exhibits, and that evidentially opportunities are maximised.

Review, assess and schedule all material relating to serious and complex investigations under the requirements of the Criminal Procedure & Investigation Act 1996. (Disclosure).

Key Responsibilities:

  • Accept possession of exhibits recovered during the investigation, maintain accurate evidential records of all exhibits arising from an investigation, ensuring both the continuity and integrity and that each item is considered for evidential value and investigative opportunity.
  • Responsible for the secure storage and safekeeping of exhibits in accordance with the Major Incident Room Standard Administrative Procedures (M.I.R.S.A.P), Government Protective Marking Scheme and Force Policy and Procedures. Controlling all movements of exhibits and following liaison with the SIO, Forensic Area Managers, Forensic Scientists and other relevant experts prepare all forms for the submission of exhibits for further forensic testing.
  • Maintain the HOLMES2 database recording all exhibit details including their movements, storage and disposal.  Ensuring that all continuity statements are submitted to the MIR, take appropriate action to supervise the rectification of any continuity omission or failure.
  • Attend Post Mortem examinations and process Exhibits (Human Tissue) in compliance with the Human Tissue Act 2004
  • Acquire and maintain a full, detailed working knowledge of the facts and background of the investigation. Produce a disclosure policy document setting out the main lines of enquiry, identifying what are likely to be the issues in the case, and the approach to disclosure with regard to various aspects of the investigation.
  • Provide information to the Crown Prosecution Service with regard to reasonable lines of enquiry and the nature of digital material, and the extent of its examination to allow for the compilation of a disclosure management document, which will be served on the defence and The Court.
  • Conduct a review of unused material in light of defence statements, and re-apply the test for disclosure in light of the content of the defence statement, and where necessary, identify and bring to the attention of the senior investigating officer further reasonable lines of enquiry.
  • Liaise with the Senior Investigating Officer (SIO), the Prosecutor and Prosecuting Counsel in relation to disclosure issues. Advise the SIO and CPS in relation to third party issues, material that undermines the prosecution case and material that assists the defence case.  Including identifying where there is a need to apply for a witness summons in order to secure this type of material. Be responsible for preparing material that meets the disclosure test, editing this material appropriately if directed to disclose items to the defence.

Skills and experience:

  • Previous investigatory experience to PIP level 2 or equivalent qualification. (Proof will be required upon application)
  • Previous experience of dealing with material under the Criminal Procedure & Investigation Act 1996
  • Possess a Full driving licence
  • Be flexible in their approach to work. This role often requires staff to work extended hours
  • Attention to detail with the ability to assimilate information, identify discrepancies and direct action to be taken
  • Ability to manage own workload, prioritising competing demands from different operations to ensure the enquiries run to their maximum effectiveness and efficiency
  • The post holder should possess a reasonably strong disposition, as there will be occasions when they will be required to attend post mortem examinations in the capacity of Exhibits Officer

Eligibility:

Applicants must meet the minimum requirement checkable history criteria, which must be taken into account for individuals applying to work with South Yorkshire Police in any capacity. A minimum checkable history of 5 years is required for this role and successfully undergoing recruitment vetting procedure is a pre-requisite of employment with South Yorkshire Police.
