We are a regional procurement unit supporting the four Police Forces and Police and Crime Commissioners in the Yorkshire and the Humber region and have an office base within each of the four Force areas. We are looking to appoint a suitably experienced Category Manager to join our regional team who has achieved the Chartered Institute of Purchasing and Supply Level 6 Graduate Diploma.

 

Role Purpose:

Provide professional advice on technical procurement matters to ensure that the capital and revenue budgets are spent in accordance with budget strategies and Financial Regulations.

 

Key Responsibilities:

  • Manage procurement category strategies for a portfolio of categories to achieve the strategic aims and objectives of the YatH forces, the Regional Collaboration Board and ACPO Procurement Strategy.
  • Provide professional advice on technical procurement matters to a portfolio of senior regional customers to ensure that the YatH force’s capital and revenue budgets are spent in accordance with budget strategies and comply with Financial Regulations, Regional Contract Standing Orders and EU Procurement legislation in order to protect the YatH forces from financial and reputational risk.
  • Negotiate and influence senior collective forums (internal and external) to achieve the benefits of collaborative procurement.
  • Develop and deliver procurement savings plans for specific categories in collaboration with the customer ensuring quantifiable cashable efficiencies are identified, prioritised delivered and reported.
  • Lead and manage complex and strategic force, regional and national collaborative procurement projects to ensure their effective delivery in line with customer requirements and timescales.
  • Manage contract reviews for key business critical contracts managed outside of the central procurement function, ensuring contract performance is managed in line with KPI’s and customer requirements are met or exceeded.
  • Develop and manage sustainable procurement strategies for specific categories and develop an action plan to deliver, in order to increase public confidence in the regional forces and Regional Programme Team.
  • Responsible for delivering specific category management elements of the YatH forces procurement vision and Business Plan
  • Motivate and mentor Category Officers to assist in their development

 

Skills and experience:

Essential:

  • Relevant experience of managing all aspects of category management and delivery of quantifiable procurement efficiencies.
  • Chartered Institute of Purchasing and Supply Diploma and full corporate membership (MCIPS), Level 6 Graduate Diploma or equivalent.
  • Good interpretation of EU procurement legislation.
  • Must be prepared to travel throughout Collaborating Forces areas.

Desirable:

  • Demonstrated ability to negotiate, construct and manage complex procurement contracts of significant value.
  • Demonstrated experience of leading and managing collaborative procurement projects.
  • Experience of mentoring or managing staff.
